Agreement to these terms
These Terms of Service (“Terms”) govern your access to and use of VetsInfoService.com, VIS Print, VIS Digital, Digital + Print, My VIS, the Digital Book, the Monthly Supplement Newsletter, and other products, content, and services offered by Veterans Information Service (“VIS,” “we,” “us,” or “our”). By accessing our services, creating an account, or placing an order, you agree to these Terms and our Privacy Policy.
If you use VIS on behalf of an organization, you represent that you are authorized to accept these Terms for that organization. If you do not agree, do not use the services.
About VIS
VIS is an independent information provider and is not affiliated with or endorsed by the U.S. Department of Veterans Affairs or any other government agency. VIS materials provide general educational information. They are not legal advice, medical advice, financial advice, claim representation, an eligibility determination, or a guarantee of any benefit or outcome.
Laws, regulations, programs, deadlines, and agency practices can change. You should confirm important information with the responsible government agency or a qualified accredited representative before acting.
Accounts and eligibility
You must be at least 18 years old and legally capable of entering a contract to make a purchase or create an account. You agree to provide accurate, current information and to keep it updated. You are responsible for maintaining the confidentiality of your credentials and for activity under your account. Notify us promptly if you suspect unauthorized access.
You may not share an individual Digital account outside the access included with your purchase. Organization or team access is limited to the number of seats purchased. Team owners are responsible for authorized invitations, seat administration, and compliance by their members.
Products and access
Product descriptions, included features, prices, billing frequency, shipping terms, and applicable taxes are displayed on the product page or during checkout and form part of your purchase. VIS Print provides the printed edition described at purchase. VIS Digital provides a limited right to access available Digital content during the applicable paid term. Digital + Print combines the stated Digital access and printed product.
We may improve, reorganize, correct, or update Digital content and features over time. Features identified as previews, beta, planned, or “coming soon” are not guaranteed to launch by a particular date and are not part of the current paid service unless expressly stated otherwise at purchase.
Subscriptions and automatic renewals
If you purchase a recurring plan, you authorize us and our payment processor to charge the payment method on file at the frequency and price disclosed at checkout, including applicable taxes, until the subscription is cancelled. Your renewal date and subscription status are available in My Account.
You may cancel an eligible subscription through My Account or by contacting us before the next renewal is processed. Cancellation stops future renewal charges and ordinarily leaves Digital access available through the end of the paid term. We may change future subscription pricing or material terms by providing notice required by law; changes apply no earlier than the next renewal after the effective date stated in the notice.
Failed or reversed payments may result in retry attempts, notices, suspension, or termination of access. Restoring access may require successful payment.
Orders, shipping, and taxes
Orders are subject to acceptance and product availability. We may reject or cancel an order for pricing errors, suspected fraud, inventory issues, legal restrictions, or other legitimate reasons; if we cancel after payment, we will refund the cancelled amount. Shipping estimates are not guarantees. Risk of loss and title for physical products pass as provided by applicable law and the selected shipping method.
You are responsible for providing a complete delivery address and for taxes or charges displayed at checkout. Contact us promptly about a damaged, incorrect, missing, or undeliverable shipment.
Returns, cancellations, and refunds
Returns, cancellation effects, and refund eligibility are governed by our Refund & Returns Policy, which is incorporated into these Terms. Nothing in these Terms limits rights that cannot lawfully be waived.
License and intellectual property
VIS and its licensors own the services and their text, publications, design, software, trademarks, graphics, compilations, and other content, except material expressly identified as belonging to a third party. Subject to these Terms and an active applicable purchase, VIS grants you a limited, revocable, nonexclusive, nontransferable license to use the services for your personal or authorized internal organizational purposes.
You may not copy, reproduce, republish, sell, sublicense, scrape, systematically download, create a substitute database from, publicly distribute, or commercially exploit VIS content without written permission. You may print or download materials only where the service expressly permits it and only for the use included with your purchase.
Acceptable use
You agree not to:
- Use the services unlawfully, fraudulently, or to harm another person.
- Attempt to bypass access controls, test vulnerabilities without permission, or interfere with service operation.
- Share credentials or protected files beyond authorized users or purchased seats.
- Use automated means to scrape, index, train models on, or extract substantial VIS content without written permission.
- Upload malicious code or misuse forms, communications, search, AI, or other interactive features.
- Misrepresent VIS content as an official government determination or professional advice.
Third-party services and links
Our services may rely on or link to third-party services, including payment processors, shipping providers, government resources, and external websites. Third parties control their own services and terms. VIS is not responsible for third-party content, availability, security, or practices.
Service availability and termination
We work to provide reliable access but do not guarantee uninterrupted, error-free, or permanently available services. Maintenance, security events, provider outages, legal requirements, or other circumstances may affect availability.
We may suspend or terminate access for nonpayment, misuse, security risk, violation of these Terms, or discontinuation of a service. Where reasonably possible, we will provide notice and an opportunity to address the issue. Provisions that by their nature should survive termination—including ownership, disclaimers, limitations, and dispute terms—will survive.
Disclaimers
TO THE MAXIMUM EXTENT PERMITTED BY LAW, VIS SERVICES AND CONTENT ARE PROVIDED “AS IS” AND “AS AVAILABLE.” VIS DISCLAIMS ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, ACCURACY, AND RESULTS. VIS DOES NOT WARRANT THAT CONTENT IS COMPLETE, CURRENT FOR EVERY SITUATION, OR FREE FROM ERROR.
Some jurisdictions do not allow certain warranty exclusions, so parts of this section may not apply to you.
Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, VIS AND ITS OWNERS, OFFICERS, EMPLOYEES, CONTRACTORS, AND SERVICE PROVIDERS WILL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, DATA, BENEFITS, OPPORTUNITIES, OR GOODWILL, ARISING FROM OR RELATED TO THE SERVICES.
TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE TOTAL LIABILITY OF VIS FOR ALL CLAIMS ARISING FROM OR RELATED TO THE SERVICES WILL NOT EXCEED THE GREATER OF $100 OR THE AMOUNT YOU PAID TO VIS FOR THE APPLICABLE PRODUCT OR SERVICE DURING THE 12 MONTHS BEFORE THE EVENT GIVING RISE TO THE CLAIM. These limitations do not apply where prohibited by law.
Indemnification
To the extent permitted by law, you agree to defend, indemnify, and hold VIS harmless from claims, losses, liabilities, and reasonable expenses arising from your unlawful use of the services, your violation of these Terms, or content you submit. This obligation does not apply to claims caused by VIS’s own unlawful conduct.
Governing law and disputes
These Terms are governed by the laws of the State of Illinois, without regard to conflict-of-law principles. Any dispute not resolved informally will be brought in a state or federal court with jurisdiction in Rock Island County, Illinois, unless applicable consumer law requires otherwise. Before filing a claim, you agree to contact us and provide a reasonable opportunity to resolve the concern.
Changes to these terms
We may update these Terms as our services or legal obligations change. The “Last updated” date identifies the current version. Material changes will apply prospectively and will be communicated as required by law. Continued use after an updated version takes effect constitutes acceptance where permitted by law.
